Frank William La Rue is, as of December 2010, the currently serving UN Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression, a position he has held since August 2008. He is the founder of the Center for Legal Action for Human Rights (CALDH), a Guatemalan NGO, and has been involved in the promotion of human rights for 25 years. He was nominated for (but did not win) the 2004 Nobel Peace Prize by Mairead Corrigan
