, and was elected in special election to succeed Luis Castiglioni as Vice President of the Republic for the remainder of the presidential term to end in August 2008. He was Minister of Housing in the cabinet of Luis González Macchi from 1999 to 2003.

 on June 23, 2008, it pointed that Francisco Oviedo, as vicepresident, would succeed him if the Congress accepted Duarte's resignation. However, after political struggle in the Congress, former President Duarte's resignation was not accepted, and thus Oviedo couldn't swear as president.
