.
He declined to be a candidate for renomination in 1896.
After leaving Congress he resumed the practice of law until he was appointed attorney general of Puerto Rico
on May 10, 1910. He served in that position until April 20, 1912, when he resigned.
He resumed the practice of law in Chattanooga until his death there on March 26, 1937.
He was interred in Forest Hills Cemetery.
