Designed by the Liverpool's first water engineer, Thomas Duncan, it is all that is visible of the 1.5 acres (6,070.3 m²) 12 feet (3.7 m) deep water service reservoir. The masonry hides a cast iron tank 90 feet (27.4 m) above ground level.
