harbour. According to Croatian law, seaplane operations must obtain licences from both the local civil aviation and maritime authorities, along with concessions
normally required for all businesses along the coast, in addition to special permits issued by the Harbormasters’ offices for each harbour they wish to use.
In the early 2000s the project was put on hold, but was re-launched in 2007 when they were joined by a Croatian investor. In 2008 the company launched scheduled services connecting two islands in the northern Adriatic (Rab and Mali Lošinj) with three manland cities (Rijeka, Zagreb, Pula).
In July 2010 the Večernji list
daily reported that ECA has expansion plans worth 33 million euros, which include building several pontoon bases along the Croatian coast, as well as converting part of the Divulje military base near Split
into their central hub. Expansion plans also include an order for six additional DHC-6 Twin Otter
