From 1949 to 1982 Goldenbaum was a member of the People's Chamber. From 1949 to 1950 Goldenbaum was the GDR's first Minister of Agriculture and Forestry. Goldenbaum supported the Socialist Unity Party's collectivisation in the 1950s and 1960s. From 1950 to 1963 he was the deputy chairman of the People's Chamber. After 1963 he was a member of the Presidium of the People's Chamber.
