Although not officially a State of Origin game, eligibility for the Dream Team was based upon State of Origin rules: players who played their junior football within Victoria were eligible for the Big V

, and players who played their junior football outside Victoria were eligible for the Dream Team. The "Dream Team" concept was similar to the Allies, a composite State of Origin team representing players from anywhere except for South Australia, Victoria and Western Australia.

The Dream Team wore a predominantly white guernsey, with beige cuffs and collars, and blue numbers and side panels. The names of 1246 community and grass-roots football clubs competing within the states and territories eligible for the Dream Team were also included in beige across the front.
