on the Labor ticket for Melbourne North Province
. He was appointed Shadow Minister for Aged Care and Shadow Minister Assisting on Workcover in 1995, exchanging Aged Care for Consumer Affairs in 1999. In that year he transferred to the lower house, winning the safe seat of Melton
