on 13 September 1939, Harvey was educated at the Memorial University of Newfoundland
and ordained a priest in the Anglican Church of Canada in 1964. Harvey and his wife, Trudy, make their home in St. John's, Newfoundland.
, King's Cove and Happy Valley and a six year appointment as a university chaplain. He has lectured in English Literature at Memorial University of Newfoundland and taught pastoral theology at Queen's Theological College in St John's. In October 2009, he was awarded an honorary Doctor of Divinity degree by Nashotah House Seminary.

in 1989. He was elevated to the ACC episcopate in 1993 as Bishop of Eastern Newfoundland and Labrador
