Mackay has been a councillor since 1999, representing the Blythswood Ward on Renfrewshire Council. He was re-elected in 2003 for the same ward and in 2007 following the introduction of the new voting system, was elected as a councillor for the Renfrew North Ward. He has been the SNP group leader in Renfrewshire since 2004 and, after the 2007 election, became the leader of Renfrewshire Council. He was also leader of the SNP at COSLA and Chair of Paisley

Vision Board. During this period plans to improve Paisley have taken a major step forward including the new housing at the former Council HQ site in Cotton Street, redevelopment of the former Littlewoods store with Wilkinsons now moving in and plans are progressing to redevelop the former Arnotts site. There has also been a range of successful events including Christmas Lights swithc on ceremonies which have attracted almost 30,000 visitors, Fireworks nights, Two Rivers Rock festival, Sma Shot Day etc.

Mackay lives in Renfrew, in the constituency with his wife and children. He was educated in Kirklandneuk Primary School and Renfrew High School. He has previously served as a Parliamentary assistant, and has been a Councillor since 1999. Prior to his election as a Councillor Mackay was an active community Councillor and Vice Chair of a crime prevention panel. Amongst his other current roles he has served as Renfrewshire's Fairtrade Steering Group Chair, leading the county to Fairtrade zone status with an 'outstanding achievement' award.
