Daly was the eldest son of Hyacynth Daly of Dalystown, and his cousion Rose Daly of Raford, both of County Galway

. He was brought into the Irish parliament by his cousion, Denis Daly of Dunsandle, where he served from 1776 to 1801. In 1780 he married Mary Charlotte Ponsonby, daughter of John Ponsonby, and sister of George Ponsonby

A constant supporter of the Ponsonby's, he voted for catholic relief in 1778 and 1793, the repeal of Poynings' Law in 1780, and for commercial propositions in 1785. He was an agent for Viceroy
