Waters was born in the United Kingdom in Braintree
, Essex. He began his performing career at La Boite Theatre, Brisbane Qld and then joined The Queensland Theatre Company.He has performed in plays with Australian theater companies including the Sydney Theatre Company where he last performed in the musical “Falsettos” directed by Wayne Harrison.
In 1988 he returned to the UK and appeared on the West End with Emma Thompson in the musical “Me and My Girl” directed by Mike Ockrent, with whom he also starred in the original Australian production of for J.C. Williamson Productions. He also performed in “Stepping Out” for the Bill Kenwright Organization. Waters was the host of the long running Channel Nine children’s quiz program “Match Mates
” and recently appeared on ABC Television in "Remembering Alex Buzo."
Waters is also a restaurateur, having owned and operated several eating establishments in Sydney and the Blue Mountains.
