At the first round 32 teams were participated. The first legs took place on December 30 and 31, 1989 and the second legs on January 20 and 21, 1990.

At the second round were the 16 teams which qualified from the first round. The first legs took place in Mars 10 and 11, 1990 and the second legs in 17 and 18 of the same month.
