Qualification
- Each athlete who meets the eligibility criteria in a given event qualifies his/her NOC for a quota in the specific event.
- All athletes qualified in one of the Cycling disciplines will have the right to be registered in other event provided the participation limit has not been exceeded per NOC.
- The maximum number of athletes per NOC for the Pan American Games is 24 (14 men and 10 women).
- The host country may register athletes in all events as per the PASO Participation Rules for the Pan American Games for a total of 24 athletes.
- There is maximum allocation of 220 athletes distribued through qualification events in 2010 and 2011.
