Kofford served as a member of the church's Second Quorum of the Seventy from 1991 to 1994 and then in the First Quorum of the Seventy until he was given general authority emeritus

status in 2003. After receiving emeritus status he served for a time as the president of the Family and Church History Mission in Salt Lake City.
