Created by Presidential proclamation on January 11, 2000, the monument, which covers about 1000 acre of land, is managed by the U.S. Bureau of Land Management, an agency of the U.S. Department of the Interior. The creation of the monument ensures the protection of all islets, reefs and rock outcroppings from the coast of California to a distance of 12 nautical miles (22.2 km) along the entire 840 miles (1,351.8 km) long California coastline.
