in 2004. He served as the Chief Medical Officer, Office of Counterterrorism Policy and Planning in the Office of the Commissioner before being named Assistant Commissioner of the FDA the following year.

He was promoted to Rear Admiral (Upper Half) and named Deputy Surgeon General in 2006.

He has received numerous USPHS awards including two Outstanding Service Medals, a Commendation Medal, and two Achievement Awards. In addition he has received the AMA Dr. William Beaumont Award in Medicine and the AMSUS Sustaining Member Lecture Award as well as DHHS Secretary and FDA Commissioner awards.
