 Board of Education, then to the State House in 1996, where he represented west Fort Collins, and rose to the post of Assistant Minority Leader. Bacon Elementary School in southeast Fort Collins is named in his honor. He was elected to his first term in the State Senate in 2004, defeating Republican Ray Martinez and Libertarian Mark Brophy. In 2008, Bacon defeated Republican Matt Fries to win reelection.
Bacon is married with three adult children.

In the 2007-2008 session of the Colorado General Assembly, Bacon chaired the Local Government Committee, was Vice-Chair of the Capital Development Committee, and a member of the Senate Education Committee and the Senate Judiciary Committee.
In the 2009-2011 session of the General Assembly, Bacon was Chair of the Senate Education Committee, Vice Chair of the Capital Development Committee,Vice Chair of the Senate State, Veterans and Military Affairs Committee and a member of the Senate Appropriations Committee.
