The Cooperative was organized in 1939 as the Lower Colorado River Electric Cooperative. In order to avoid confusion with the Lower Colorado River Authority
, the organization changed its name in 1964. In 2007 as a part of a Cooperative wide restructuring plan, BEC's headquarters were moved from Giddings to a location near Bastrop, near the site of LCRA's Sim Gideon Power Plant. Additionally the two service centers in Bastrop and Lockhart were merged into one larger service center which relocated to a more central location in Red Rock, Texas.
