The Billerica Mall thrived in the 1970s up to the early 1990s. In 2005, Burlington Coat Factory

 closed off their mall entrance. Home Depot tried to locate there and rebuild the mall, but a group called "Billerica First" defeated this proposal in 2007. In 2009, Billerica gave R.D. Management 1 year to remodel the mall or it would be shut down. In the summer of 2009, the workers' tools created carbon monoxide

 which caused the entire mall to be evacuated and aired out. In February 2010, the roof by K-Mart collapsed and the mall had to be shut down temporarily. The outside of K-Mart was repainted, the Lincoln Liquors store moved out because of the roof conditions (they're now at Treble Cove Plaza) and Dollar Tree

. Timetable for the completion of the renovation of the mall is unknown. In the summer of 2010, R.D. Management posted signs saying that space is available outside the mall.

As Billerica Mall continued renovations, They received a new sign to replace the rusty, aged one. On the sign the mall was renamed "Shops At Billerica" since it was no longer a mall. The old "Billerica Flick" is being converted into new retail space, Ma's Dry Cleaning and Stepping Out Formal will be leaving the mall upon completion of the renovations. Many small retail spaces are up for lease at the shopping center. A floor plan of the Shops at Billerica is available on Rd Management's website.

In May 2011, it was announced that Big Lots will be moving in next to Kmart and Planet Fitness will move in next to the Burlington Coat Factory. Planet Fitness opened in October 2011.
