The area, comprising approximately 2 square miles (5.2 km²), was originally a state-run farm, and many of the estimated 20,000 residents live in converted cattle sheds with very little space, and often no windows. Sanitation is poor and there is no legal supply of electricity, although haphazard supplies do exist.
