Its administrative branches is big and broad. The rector is the head of the training institution.Then the MDS is the senior most.Normally the rector is the rank of a senior secretary and MDS is the rank of additional Secretary.

History

It came to existence in 1984.
Bangladesh Public Administration Training Centre (BPATC), the apex training institute in the Public Sector, emerged as an autonomous organisation in 1984 under the Bangladesh Public Administration Training Centre Ordinance 1984 by amalgamating following training institutions:
• Bangladesh Administrative Staff College (BASC);
• National Institute of Public Administration (NIPA);
• Civil Officers' Training Academy (COTA); and
• Staff Training Institute (STI).
The Centre is located in a lush natural environment and lies at a distance of 28 kilometers from the capital city Dhaka.

Since its inception on 28th April 1984, BPATC has been training the officers of government, autonomous and non-government organisations. Among the courses conducted by the Centre the Foundation Training Course is for the new entrants to the Bangladesh Civil Service while Advanced Course on Administration and Development (ACAD) is for the Deputy Secretaries and their equivalents and Senior Staff Course (SSC) for the Joint Secretaries and their equivalents. In addition to these the centre also conducts a number of short courses. Objectives of these courses among others are to make officers aware of the policies of the Government, familiarise them with the Government Rules & Regulations and apprise them of the recent changes in the field of Public Administration.
The Centre is headed by a Rector who is a senior Secretary to the Government followed by Six Members Directing Staff (MDS) of the rank of Joint Secretary to the Government and they supervise the following six divisions:
• Management and Public Administration;
• Programme and Studies and Regional Centres;
• Development Economics;
• Research and Consultancy;
• Development Projects and
• Management and Develioment.
Each division consists of a number of departments headed by a Director of the rank of Deputy Secretary. Below them are Deputy Directors, Assistant Directors, Evaluation Officers and Research Officers. The Centre has four Regional Centres called Regional Public Administration Training Centres (RPATC) at four old Divisional Headquarters. Regional Centres are mainly meant for staff training and each of them is headed by a Deputy Director.

BPATC enjoys substantial autonomy in both financial and administrative matters. The twelve-member Board of Governors (BOG) chaired by a Minister provides general policy directions as and when required. The Board is composed of the following members:

• A cabinet minister nominated by the Government to act as the chairperson of the Board;
• Cabinet Secretary;
• Rector, BPATC;
• Secretary, Ministry of Establishment;
• Secretary, Finance Division;
• Secretary, Ministry of Education;
• A Vice-Chancellor of a University nominated by the Government;
• Commandant, Defence Services Command and Staff College;
• Chairman, Bangladesh Federations of Commerce and Industry;
• Chairman, Department of Public Administration, University of Dhaka, Chittagong, Rajshahi or Jahangirnagar by rotation in that order;
• Two elites including one woman nominated by the Government.

By the year 2020, BPATC will establish itself as a centre of excellence and a regional hub for development of competent, innovative and morally sound public servants and a think tank of knowledge-based governance.

ACTIVITIES
Training Programmes
Training programmes are broadly classified into two categories: (i) core courses and (ii) short specialised courses. Core courses usually range from 10�16 weeks and are linked to career development while short specialised courses range from 1 to 4 weeks. Focus of the core courses is development of the conceptual and technical base while short specialised courses focus on the development of skills of specific clientele groups. Following are the major courses organised by the Centre.
The Center prepares a comprehensive annual plan for organising training courses, workshops and seminars which is revised on a year to year basis to include new courses, seminars and workshops on the basis of the needs of the clientele and of the rapidly changing environment.

 Gist on Training Activities

Foundation courses of four months duration are organised for the new recruits of the 29 cadre services of the Bangladesh Civil Service to provide the core skills of public administration/management and to foster inter-cadre cohesion and for confirmation of their services. The Advanced Course on Administration and Development (ACAD) is organised for mid-level administrators of the rank of deputy secretary to the government and their equivalents to enrich knowledge on modern management and infuse new values of democratic institution, market economy and globalisation. The Senior Staff Course (SSC), a policy level course, is designed and organised for the senior officers of the rank of joint secretary to the government and their equivalents drawn from public enterprises, sector corporations and the armed forces. This course provides the senior government officials an opportunity to appreciate the complex and dynamic socio-cultural and politico-economic environment of Bangladesh so that they can contribute more effectively in formulating pragmatic policies of the government. Regional Centres usually organise skill-based training courses for the support staff of the government.

 Human Resource Development

To upgrade the professional knowledge and skills, BPATC assigns utmost priority to Human Resource Development activities for the members of its staff, BPATC encourages its faculty members to participate in the in-house training courses such as Foundation Training, TOT, Research Methodology, Financial Management Course, Communicative English, IT and E-Governance. It also nominates its faculty members to participate in the training courses organised locally by other training institutions or NGOs.
Since its inception, BPATC has been pursuing the policy of deputing the members of the faculty for overseas training for their professional enrichment in specialised areas of Public Administration, Business Administration, Development Economics, Human Resource Management, Environment Management, Project management, Financial Management, Disaster Management, Rural Development, Management Information System, Geographic Information System, Policy Analysis etc. A good number of faculty members have done degrees and short and long -term training in the USA, the UK, France, Germany, Japan, the Netherlands, Denmark, Sweden, malaysia, Singapore, Thailand, Australia, India and Pakistan.
