The district was established in January 1935.
The district is an agricultural and forestry area. Agricultural lands occupy 92.8 thousand hectares (36.7% of the total area). The main crops are rye, wheat, potatoes, and beef and it has many livestock farms. Logging activities are conducted in the district.
