He was the Chief of Naval Operations (CNO) for the People's Republic of Haven
during its time under the Legislaturists. He authorized the skirmishes and opening battles of Haven's war against the Star Kingdom of Manticore
. Parnell was believed to have been executed by the Committee of Public Safety for committing "treason against the people". In truth he was kept alive and held captive on the Haven prison planet of Hades. With the assistance of then Commodore Countess Honor Harrington
he escaped, and made his way into the Solarian League
where he gave testimony in front of the Solarian
Assembly of Human Rights.
Chief of Naval Operations is the senior military officer in the People's Navy under the Legislaturalists. It is a cabinet-level position, and answers to the Secretary of War. The last person to hold this position before the Pierre Coup was Admiral Parnell. The Committee of Public Safety removed the formal post, though not the duties.
After the Theisman Coup and the resurrection of the Republic of Haven this post was restored and Thomas Theisman
currently holds it, along with the position of Secretary of War.
