, Mr. Papa hit the headlines in the Italian news after suspicions of affiliation with an alleged subversive association named P4, which led to his arrest on July 20, 2011.

He was the subject of a larger investigation and is suspected of other crimes, after being photographed with a notorious stolen good dealer, dealing in luxury watches. If convicted of concussion, he faces a maximum penalty of 12 years. Although currently incarcerated, Mr. Papa proclaims his innocence. The investigation is not concluded and he may be found innocent of the allegations.

P4 investigation and detention

In June 2011, Alfonso Papa is at the center of the investigation for alleged criminal activities of the so called associazione P4.
On July 15, 2011, the Parliamentary Authorization Council authorized the vote on his arrest. The plenary summit of the House of Deputies authorized his arrest on July 20, 2011 by secret ballot with 319 votes in favour and 293 against. Papa surrendered to the authorities immediately thereafter.

Once in jail at the Poggioreale detention center in Naples, Mr. Papa was transferred, after completing the booking procedures, in a cell of the Firenze section. That section had been recently renovated. Mr. Papa was given a better treatment than what is reserved to most inmates, considering the overpopulation of the detention center that, at the time of Mr. Papa's arrest, housed a total of 2.721 detainees, well over the maximum allowed occupancy. He was confined in a single occupancy cell with bathroom and shower. Mr. Papa stated the day after his arrest that we was treated well by the criminals housed in the detention center who even gifted him a bag of coffee.

The alleged role of Mr. Papa in the P4

The friendship of Mr. Papa with Luigi Bisignani allowed the latter to obtain information about investigations against Ms. Stefania Tucci, who had a romantic relationship with Bisignani.
Hon. Papa relied on the support of Mr. La Monica an officer of the Italian Financial Police. And, with the words of Bisignani "there is no doubt that the information sources of Papa were especially in the Italian Financial Police".

Papa and various favours to women

The influence of Papa on various corporate officers is corroborated by Maria Roberta Darsena, who met Mr. Papa in 1999 and was able to be hired, thanks to Papa’s interventions, with a long-term employment contract. It appears that Mr. Papa sent various gifts to Ms. Darsena: a Rolex watch, a white gold bracelet with diamonds, a ring, fashion purses. All of them had no packaging nor the original manufacturer labels.
In another instance, Ms Maria Elena Valenzano, parliamentary assistant to Mr. Papa is reported to have received various job offers in exchange for secret information that Mr. Papa had disseminated about investigations being conducted against various businessmen and politicians.
Another woman, Gianna Sperandio, had a telephone line that was used by Mr. Papa and lived in an apartment linked to Papa. Moreover, declarations made to the investigators revealed that Ms. Sperandio has a Jaguar car gifted from Papa and that she used a Ferrari
