He served as delegate to the Republican National Convention in 1868.
He was appointed treasurer of Panola County in 1869.
He served as member of the State house of representatives 1870-1872.
Howe was elected as a Republican
to the Forty-third Congress (March 4, 1873-March 3, 1875).
He was an unsuccessful candidate for reelection in 1874 to the Forty-fourth Congress.
He moved to Illinois in 1875 and engaged in the brokerage business in Chicago, where he died June 1, 1884.
