History

Chen received his LLB and PCLL degrees from the Faculty of Law of the University of Hong Kong in 1980 and 1981.

Career

Chen was the Head of the University of Hong Kong Department of Law from 1993 to 1996. After the Department of Law became the Faculty of Law in 1996, he was the first Dean from 1996 to 2002. He is currently a member of the Hong Kong Basic Law Committee of the National People's Congress Standing Committee, a member of the Law Reform Commission of Hong Kong, and a law professor at the University of Hong Kong.

Chen's work is centered around jurisprudence, constitutional law, and comparative law. He published widely in both English and Chinese.
