- First Round: The 6 teams were divided into 2 groups of 3 teams each. The 3 teams would play against each other on a home-and-away basis. The group winners would advance to the Final Round.
- Final Round: The 2 teams would play against each other on a home-and-away basis. The winner would advance to the CONCACAF / OFC Intercontinental Play-off.
