Well, as Orwell was a master of alleghory, and virtually all of his works dealt with non-fictional issues of social morality and ethics, I suppose none of the 'victims' in his works are fictional. For example, this might be a stretch of the imagination, but the elephant in his essay "shooting an elephant" was probably intended to represent cultural aspects of 3rd world nations being extinguished by imperial colonizers.
