In principle, I would suspect:
- an acid make-up water
- a leakage. You might have one exchanger leaking with an acid product on the other side.
- some acid components, added for corrosion/scale/biofilm inhibition, are added in too high amount
- so much biofouling that, the biomass generating its own acid by products, pH is going on the acid side.
