There seems to be some folklore that says that it is less costly to continually run your air conditioning unit rather than turn it off, say when you leave the house for work. True or False?

I've heard that too. The theory is that when you turn the air conditioner off and the house warms up again, it takes more energy for the air conditioner to cool things down than it would if you just let it remain at a constant level. I've heard the same about heating in the wintertime.
