I have made some plum vinegar. There is a whispy substance floating in it. What is it, and is it different from the mother that floats on top?

Hard to say but it is probably the mother. The mother will reform if you do not either 1. keep the vinegar cold or 2. keep it away from oxygen. 3. Pasturize it by heating it to 145F for a half hour.
I bottle mine and cover the cork with wax. When I open the bottle I put it in the fridge. If I leave it out a mother starts to form again.
