The second world war would probably have started earlier than 1939 had the USA been economically stronger.But the various new deal projects aimed at combating the depression diverted the attention of politicians from the threat of nazism.This can be seen in the way the various warnings/signals exibited by actions of various nazi personel including media such as the das schwarze korps were simply ignored or not noticed.
