Yes. I just turned 18 and I'm going this summer. You don't have to have military experience. Just be in good shape and dedicated to serving. No you don't have to know french. They will teach you that during basic training. Just get a valid passport and buy a ticket to paris and make your way to the recruit depot. Show the guard your passport and he will let you in. No problemo, but dont be surprised if they dont want you. The legion only accepts about one in 13 wannabes these days. When I joined in 1957, they only counted body parts. 2 legs, 2 arms, that will do. I didnt happen to have a passport with me, just had decided to walk ashore in Africa from my ship, without informing the captain. I didnt know how old I was supposed to be, so I said I was 20. I was 16, no problemo.
