The answer is yes!

Centrifugal force is different than gravity. Try that with a bucket of water... as long as you keep it swinging around in a circle fast enough,- it will remain in bucket though upside down.. Stop with the bucket at top, and the water will be on yor head (gravity just tooik over)! ... I remember my baby brother demonstrating about what he learned in science class one day! That was in 1953, but neither gravity or centrifugal force has "changed with the times"! I still remember the look of shock on his face-- even though he is now gone (for many years)!!

Now the weights should automatically balance the disk on that "180 degree plane"! If they float and can not get close enough together to shift off to one side-- even though one weight may be slightly different weight, but equal should work better! now if these weights are considerably heavier than the material of this disk, they will also have a "flywheel effect" which increases the kinetic energy, and will make it harder to stop spinning of disk quickly! --- Simply put,-- all the other natural laws are not changd by difference between vertical or horizontal positoion (or any other for that matter). Also make sure that weights are not out of line and hanging over on one side or the other,-- this can cause a "shimmy or wobble" that can be very dangerous a high speeds -- even when standing to one side of edge of your rotating disk! Tihs can cause the disk to wobble so bad that it disintergrates and throws "shcrapenel" in every direction!

So please be careful::-- If you spin this very fast! many people have been killed or severely injured by grinding wheels coming apart at high revolutions while grinding steel and other metals!

Get on search engine "how" and check Mechanical speed governor, and you can see how to make use of these type weights to control the speed the disk would turn! Which is way speed of "fixed engine" is controlled to keep constant rpms! The "governor" controls the throttle to increase or decrease feed of gas!
