Buzzing Voltage Regulator

I have a '51 Packard with the 288 engine & 6 volt system. Maybe 2 or three times during a drive the voltage regulator will let out with a loud buzzing. This happens when slowing down for a stop or if I've been idling a while at a light. The only way I can stop it is to rev the engine. The generator light does not go on during the buzz so it is not the cutout relay (I had that problem with the last regulator but it was more a fast click-click-click sound and the gen light would flash). Could anyone explain what is going on here and how to troubleshoot it? It's annoying and I am afraid it will ruin the new NOS Delco regulator. Thanks for your help.
