Tomás Felipe de Winthuisen was born in the early eighteenth century, but little is known about his life. He was appointed governor of Texas

 in 1741, to replace to Orobio Prudencio Basterra. He was lucky to be one of the few civilians appointed to govern Texas when it was a Spanish colony. During his administration, San Antonio continued to be attacked by Apaches, and he received, the first reports indicating the emergence of the Comanche

He left the office in 1743 to be replaced by Justo Morales y Boneo. The Marquis of San Miguel de Aguayo decided to build a Presidio with a large square with bastions at each corner. However, later, Tomas Felipe de Winthuisen do a tour of the region in 1744 and he prompted to report that a presidio as such did not exist, “for only its poorly formed houses make up square plaza, without any wall or stockade”. One of these small houses served as the first home (and office) of the Captain of the Presidio.
