In 2002 and 2006, Baker was a candidate for the office of Prince George's County Executive. During the 2006 election, he was only narrowly defeated by the incumbent County Executive, Jack B. Johnson

In November 2010, Baker won the election to replace Johnson, who was term-limited. Baker was sworn in as County Executive on December 6, 2010.
