The bulletin was introduced in 1988 when RTÉ launched a new look to its schedules on RTÉ One including the hour long RTÉ Six-One News. Before 1988, programmes on RTÉ One did not begin until around 15:00, but from 1988 programmes would begin from around midday.

The One O'Clock News is usually presented by either Aengus Mac Grianna, Una O Hagan, John Finnerty or Eileen Wheelan. Aengus and Una work on the same days sharing the early or late shift. Likewise for John and Eileen. These changes have been in place since the retirement of Ken Hammond. The programme is shorter than other RTÉ News bulletins, running for about 20 minutes. During the summer months, the One O'Clock News is sometimes shortened to an extended summary.
