-Biography:He was born in Ireland in 1840, and he was appointed the 6th Fire Commissioner of the City of New York by Mayor George B. McClellan, Jr. on February 10, 1908 and served in that position for a little more than a month, until his death on March 13, 1908....

 on March 13, 1908, Mayor McClellan reappointed Hayes as Fire Commissioner. He served in that position until January 3, 1910, shortly aftert the end of the McClellan Administration. In 1912 he testified before the Curran Committee. He died on January 3, 1928 while he was the acting Commissioner of Water Supply.
