Rafferty, a native of Williamsport, graduated from Mount St. Mary's College in Emmitsburg, MD. He is married to the former Patricia Roth and they have five children and eight grandchildren.

Rafferty worked for Williamsport newspapers starting in 1973, and became the editor of GRIT until Stauffer Communications Inc. moved it from Williamsport to Topeka, Kansas in 1993. He served on Williamsport City Council nine years, including six as council president, before becoming mayor in 2000. Forced to run for the office against the same opponent three times in three years, he once said, "I love serving as mayor; it's running for the office every day that I hate." Since leaving office in 2004, Rafferty has worked in his family photo and graphics design business and as editor of a local weekly newspaper — Webb Weekly.
