Farlrey was born in Birr, Ireland, in 1863. He immigrated to the United States in 1881, and settled in Brooklyn, New York. He attended the public schools of New York City

, and worked in the liquor business. He was elected to the 64th United States Congress

 as a Democrat, and served until his defeat for reelection in 1916. He was killed in 1921 by exposure to anthrax received from his shaving brush. He is buried in Calvary Cemetery in Queens, New York.
