Gladden was first elected to and served as a member of House of Delegates from January 13, 1999 to January 8, 2003. During that time she was a member of the Judiciary Committee and chaired its criminal justice subcommittee from 1999 to 2003. She was also a member of the Liaison Work Group in the Baltimore City Delegation
