Womble was born June 6, 1941 in Winston-Salem, North Carolina to the late Uncle B. Womble and attended Forsyth County public schools. He earned a B.S. degree in Education at Winston-Salem State University
in 1963, and then attended the University of North Carolina - Greensboro where he earned a Master of Education degree in Administration (and a Principal's Certificate) in 1977. He later earned an Ed.S. in Administration and an Advanced Principals Certificate from Appalachian State University in 1979.
Womble launched his political career at the age of 40, with his election to the Winston-Salem Board of Aldermen. He served on the Board until 1993, and was elected to the North Carolina General Assembly in 1995.
