in the U.S. state
of Iowa
that covers most of Western Iowa and includes the cities of Council Bluffs
and Sioux City
. With a Cook Partisan Voting Index
of R+9, it is the most conservative congressional district in the state.
The district is currently represented by Republican
Steve King
.
The district will become obsolete for the 113th Congress in 2013 as Iowa will lose a seat in the U.S. House of Representatives redistricting

On June 22, 2001, the Iowa Legislature passed a plan to redistrict the state of Iowa. The plan went into effect in 2002 for the 108th U.S. Congress. The prior redistricting plan was effective from 1992-2001.
