, and earned his doctorate in 1972. He was Deputy Director of the Institut für Zeitgeschichte from 1979 to 1982, and from 1982 to 1989 he was Professor at the University of Erlangen-Nürnberg. He was Director of the German Historical Institute in Paris from 1989 to 1992.

He has been a Visiting Fellow at St. Antony's College, Oxford (1986) and Sorbonne University (1988), Visiting Professor at Sciences Po in Paris (2002–2003). He is a member of the Historical Commission of the Bavarian Academy of Sciences.
