, he was raised in New Hampshire. His father was a prominent New England farmer, merchant, and railroad investor. Keyes graduated from Harvard with a B.A. in 1887.

When Keyes was sworn in as a U.S. Senator on March 4, 1919, he still had three months to go on his term as Governor. He was the first politician in over a hundred years to hold both offices at the same time. Keyes served on the Senate Appropriations Committee during the between-wars period. He retired from the Senate only one year before his death.
