, on September 12, 1950. He was one of eleven children born to Carmen Fernandez de Toranzo and Manuel Contreras. Toranozo Fernandez attended Instituto Carlos Gómez for elementary school. He enrolled at el Bachillerato en la Preparatoria de la Universidad Autónoma de San Luis Potosí before specializing in general surgery at the Facultad de Medicina.

Projects as governor

During his first year as governor there were no any outstanding projects compared to projects that his predecessor, Marcelo de los Santos Fraga, did. Toranzo is not a supporter of road infrastructure. Actually the state suffers of much traffic congestion mostly in the biggest cities like San Luis Potosí.

Toranzo has supported some projects to help agriculture in the state.

Violence problems as governor

Before Toranzo was sworn as governor of San Luis Potosi the state had remained relatively safe and suffered less from drug-related violence during the governorship of Marcelo de los Santos Fraga. De los Santos had kept the state as the third safest in Mexico. In Toranzo's first year a governor there was a huge increase of violence in the state. Actually there are more gunfights between soldiers and drug gangs and residents now suffer from fear and are taking precautions that were not taken before Toranzo took office. Recent polls have shown many people in San Luis Potosi do not think the governor is doing enough to fight violence.
