He served as president of the board of fire and police commissioners in 1915 and 1916.

to the Sixty-fifth, Sixty-sixth, and Sixty-seventh Congresses (March 4, 1917-March 3, 1923).
In Congress he was one of two Wisconsin representatives voting in favor of the declaration of war with Germany
