 controlled by the Office of Coordination of the Presidency. CISEN was established in 1989 after its predecessors ceased to operate. The Army, Navy and Air Force maintain intelligence agencies dedicated to help the respective branches of the military body.

Formally, CISEN has the function of articulating the national intelligence, being comparable to the current CIA or the Soviet KGB, keeping proper proportions. Although its main function is to counter espionage and provide analysis of strategic information, in the past it had a role to suppress dangerous opposition groups at an international level.
